用的纍進稅率將對下降，稅收自動減少。因稅收的減少幅度大於個人收入和企業利潤的下降幅度，稅收便會産生一種推力，防止個人消費和企業投資的過度下降，從而起到反經濟衰退的作用。在經濟過熱時期，其作用機理正好相反。另一方麵，是政府福利支齣的自動穩定作用。如果經濟齣現衰退，符閤領取失業救濟和各種福利標準的人數增加，失業救濟和各種福利的發放趨於自動增加，從而有利於抑製消費支齣的持續下降，防止經濟的進一步衰退。在經濟繁榮時期，其作用機理正好相反。
